DPSS EWs Say: “Give Us our Additional Responsibility Bonuses!”

During the week of December 3-7, eligibility workers throughout LA County rolled out an action regarding Additional Responsibility Bonuses (ARBs) and delivered the Group Grievance in Concert (GGIC) to DPSS Director Sheryl Spiller’s office on January 24th, 2013.   Rancho Park DPSS1.jpgAt 29 worksites, 279 workers marched into management with 1127 ARB requests.  Work completed outside the scope of one’s job duties should be compensated with a 5% Additional Responsibility Bonus. Each request has been requested retroactively to the date of assignment, 5/6/2011. LA County DPSS has instructed all directors to deny every ARB request.
Ruby Dye.JPGIn 2000, Los Angeles County determined what the job specifications for each classification would be. At the end of negotiations at the bargaining table, it was decided that EW IIIs would take the EVs, PEVs and New Hire Register. It was also decided to hire more EW IIIs. They hired 413 EW IIIs and they completed these tasks. Later, LA County decided that EW IIs would take over the EVs, PEVs and New Hire Register, although it is outside of the job specifications for EW IIs. Member leader Melinda Harrison advised, “Don’t be defiant! Do it, record it and file it for an Additional Responsibility Bonus.” It must be done to complete a case, so LA County leaves EW IIs with no choice.Sergio Romero at Adams and Grand
“We feel overworked and we can’t handle it anymore!” said Eligibility Worker Sergio Romero of Adams and Grand. 
Nine DPSS Eligibility Workers delivered the GGIC on January 24th along with more than 1,000 requests for Additional Responsibility Bonuses. We presented the ARBs to Phil Ansel, Deputy Director, directly under Sheryl Spiller. Eligibility Worker IIs have been working out of class since 2011. Each of the 9 workers presented Mr. Ansel with a stack of ARBs. 
“We need to be recognized and paid for the work because it is an Eligibility Worker III function,” said Emily Norfleet, DPSS EWII.  Something else she said.”
